ERRCODE TFormer_AddNewProjectW(HTFORM pInstance, LPCWSTR pszProjectName, LPCWSTR pszProjectDesc);

Creates and adds a new Project to the Repository.

The Project-name must follow the Naming Rules.

ErrOk (0) in case of success, non-zero if an error occurred

`pInstance`HTFORM	The TFORMer instance provided by a previous call to TFormer_Init
`pszProjectName`LPCSTR / LPCWSTR	The name of the Project to be created
`pszProjectDesc`LPCSTR / LPCWSTR	The description of the Project, may be empty or `NULL`

For a stand-alone FormLayout this function is not available.
